I think this means that it doesn’t matter who you are you need to ctr and be that person. It doesn’t matter if you are ugly or not, it doesn’t matter if you're strong or weak, it doesn’t matter rich or poor, all that matters is your heart you need to ctr all the time and not ctw. For example, if a person ctw all the time but has a lot of money he/she is rich and very rude and famous. That is a person who doesn’t need to be famous because of his/her money all is because of the heart and ctr all the time 24/7.
